Chaplain: Ukraine: Zaliv, Argali Sign Deal for OSV Construction JSC Shipyard Zaliv (Kerch, Crimea) and large Norwegian ship owning company Argali Holdings Ltd have signed the contract for construction of offshore drilling rigs supply vessel (project 832 CD). By words of Nikolay Kuzmenko, chief of Supervisory Board of shipyard Zaliv the peculiarity of this contract is in the fact that Zaliv, by agreement with the owner, purchased the class-project from designing bureau of the famous shipbuilding group Havyard International AS (Norway). This kind of cooperation is rather new for Zaliv and creates good basis for increasing of qualification of designers and technical specialists of the shipyard in accordance with world tendencies in shipbuilding for oil and gas industry. Moreover, the other feature of this order is the fact that Zaliv shall on its own purchase the components that earlier for the similar contracts have been delivered by the customer. Works over new order are planned to be started by Zaliv in the end of May while at present moment the delivery of steel and necessary components is executed. The delivery is executed to the first decade of January 2012. Как указано в материалах парламента, законопроект предусматривает внесение соответствующих изменений в законодательные акты Украины в связи с присоединением Украины к Международной Конвенции по унификации некоторых правил о наложении ареста на морские суда, которая была заключена в Брюсселе 10 мая 1952 года. У зв’язку з цим частини другу –– восьму вважати відповідно частинами третьою –– дев’ятою. 2. У Цивільному процесуальному кодексі України (Відомості Верховної Ради України, 2004 р., № 40—42, ст. 492): 1) частину одинадцяту статті 110 після слів “за рятування на морі” доповнити словами “та з інших морських вимог”; 2) частину четверту статті 114 доповнити реченням такого змісту: “Позови у спорах, що випливають з морської вимоги, розглядаються судом за місцезнаходженням морського порту України, в якому перебуває судно, щодо якого має бути здійснено забезпечення морської вимоги.”. It is one of two companies on which sanctions are being imposed by the Secretary of State on the grounds that it is deemed to have made certain investments in Iran’s energy sector or to have engaged in certain activities relating to Iran’s refined petroleum sector. The other company in this category is Singapore's Tanker Pacific Ship Management. U.S. financial institutions are prohibited from making loans or providing credits totaling more than $10,000,000 in any 12-month period to either of the two, "unless such person is engaged in activities to relieve human suffering and the loans or credits are provided for such activities". While the two companies are subject to certain ISA (Iran Sanctions Act) sanctions, including a prohibition on the loans or credits explained above,"this action does not make such persons Specially Designated Nationals or Blocked Persons (SDNs). Their names do not appear on the SDN List, and their property and/or interests in property are not blocked, pursuant to this action." However, other maritime companies have now been added to the SDN list, which means that their assets are blocked and U.S. persons are generally prohibited from dealing with them. Chaplain: World’s first solar-powered ship getting power upgrades NYK Lines has announced that the M/V Auriga Leader, the world’s first solar power cargo ship, will be undergoing further developments to strengthen the vessels efficiency. Starting in June, the vessel will be fitted with a new hybrid power supply system, a ballast water management system and will be adapted to use low-sulfur fuel in order to further reduce fuel costs and cut carbon emissions. Since completion of the vessel in December 2008, the car carrier M/V Auriga Leader has been equipped with 328 solar panels placed on its deck as an alternative source of power. Tests, however, have revealed power generation and storage difficulties in adverse weather conditions. It was also found that making the solar panels bigger resulted in problematic fluctuations in the power supply. Chaplain: Brazil Petrobras Signs Contracts To Lease Six Panamax Tankers RIO DE JANEIRO -(Dow Jones)- Brazilian state-run oil company Petroleo Brasileiro (PBR, PETR4.BR), or Petrobras, said late Friday that it had signed a contract to lease six Panamax class tankers, the final lot of a 39-ship fleet expansion. The ships were ordered under a program called EBN2, which was designed to boost shipbuilding in Latin America’s largest country by tendering ships to be constructed in Brazil. The six vessels will be built by Brazilian firms at shipyards established in Brazil. Five of the ships will transport so-called clear derivative products such as gasoline and diesel, while one of the ships will be a crude oil carrier, Petrobras said. The vessels will be leased from Hidrovia South American Logistics SA. The EBN program included two phases that totaled 39 vessels, Petrobras said. Turkey Canal plan hinges on election Turkey’s bold plan to build a canal to divert shipping from the heavily congested Bosporus Strait will be put to the test after the country’s general election on June 12. The 31-mile long waterway linking the Black Sea and the Sea of Marmara, the gateway to the Mediterranean, was one of several mega projects proposed by Turkey’s Prime Minister Recep Tayyip Erdogan ahead of the election campaign. But there is skepticism over how many of the projects, including a third Istanbul airport, will survive after the poll which is widely expected to hand Erdogan’s mildly Islamist AK party its third overall majority. Erdogan concedes his plan for a waterway that “will outshine the Panama and Suez canals“ is a “crazy project.” The 492-foot-wide and 82-foot-deep canal, to be built 60 miles west of Istanbul, would be able to handle up to 160 ships a day, including ultra large crude carriers up to 300,000 deadweight tons. The waterway would reduce shipping through the crowded Bosporus Strait, especially the number of tankers, chemical carriers and liquefied natural gas ships. Traffic through the straight is expected to double to keep pace with surging oil production in the Caspian Sea region, set to reach around 40 million tons a year in the coming decade. The Istanbul Canal would not have any locks or sharp turns like the Bosporus. It will enable simultaneous two-way shipping traffic unlike the narrow 19-mile strait dissecting Istanbul which has to close in both directions to allow the passage of the biggest tankers. More than 50,000 ships, including more than 9,000 tankers carrying 145 million tons of hazardous cargo, passed through the Strait in 2009, according to the Turkish Coast Guard. Turkey estimates ship-owners lose about $1.4 billion annually by having to wait for an average one to two days for permission to sail through the waterway. The canal, which is estimated to cost between $40 billion and $50 billion, is scheduled to open in 2023. But ships currently pay only a nominal fee to use the Bosporus Strait and likely would balk at being charged much higher commercial tariffs to use the alternative waterway. Gonec: Shell’s Prelude FLNG: The Largest, Most Impressive Floating Object Ever To Be Constructed Today, Royal Dutch Shell (NYSE:RDS) announced plans for the construction of the Prelude Floating Liquefied Natural Gas (FLNG) Project, the world’s first FLNG facility. Shell plans to moor the Prelude FLNG some 200 kilometers off the Australian Coast at the Prelude gas field for 25 years, where it is expected to produce the equivalent of 110,000 BOE per day. Once completed, the Prelude FLNG facility will not only be the world’s first FLNG facility, but will also hold the title of the world’s largest floating object ever constructed. Just how massive is it? Fom bow to stern, the Prelude FLNG measures 488 meters long (that’s more than 1,600 feet) and 74m wide That’s longer than 4 football fields laid end-to-end, including end zones. That dwarfs the massive Emma Maersk by 300 ft and even the late Knock Nevis supertanker by nearly 100 ft. When fully equipped and loaded, the Prelude FLNG will weigh around 600,000 tons – that’s roughly six times as much as the largest aircraft carrier. It will be constructed with 260,000 tons of solid steel – that’s more than three times more steel than the Golden Gate Bridge. Its tanks can hold the equivalent of 175 Olympic-sized swimming pools. In addition to its impressive size, the Prelude FLNG facility will be strong – able to withstand Category 5 cyclones the area is known for. Another breakthrough with Prelude FLNG facility is that ocean-going LNG carriers can offload liquefied gas, chilled to minus 162 Celsius and shrunk in volume by 600 times, directly from the offshore facility – something hundreds of engineers spending a cumulative 1.6 million hours to figure out. Until now, the liquefaction of offshore gas has always involved piping the gas to a land-based plant. The Prelude’s unique design was developed in partnership with Technip and will be constructed at Samsung Heavy Industries in South Korea. Chaplain: U.S. slaps sanctions on companies Ofer Brothers U.S. Secretary of State Hillary Clinton on Tuesday slapped sanctions on seven companies that allegedly do business with Iran – two of them companies with strong Israeli ties. The Ofer brothers own one of the largest private shipping companies in the world. Among those singled out by Clinton for alleged business ties with Iran were the Ofer Brothers Group, controlled by Yuli Ofer, and the Tanker Pacific group, located in Singapore and owned by Yuli’s brother Sami Ofer, who also has a controlling interest in the Israel Corporation, Zim, Israel Chemicals, Dead Sea Industries, and Royal Caribbean Cruise Lines. A State Department official said that the sanctions on the Ofers’ companies date back to September 2010, when the companies allegedly transferred to Iran an oil tanker in a deal worth $8.65 million. Chaplain: Sovcomflot orders two ultra-modern LNG carriers Sovcomflot (SCF Group) has ordered two ultramodern ice-class LNG-carriers, to be used by Gazprom Global LNG Limited (GGLNG) for LNG transportation. A long-term time-charter contract is expected to be signed by the parties during the World Economic Forum at St. Petersburg in June. GGLNG, a subsidiary of Gazprom, confirmed the SCF Group will operate two new LNG carriers on a long-term time charter, for a minimum of 15 years for the vessels, the construction of which will take place at the STX Offshore & Shipbuilding shipyard, South Korea, with assistance from the Russian Shipbuilding Corporation. Delivery of the first vessel is expected during the forth quarter of 2013 while the second vessel will follow during the second quarter of 2014. The ship design for ‘Atlantic-max’ type carriers (cargo capacity 170.000 cubic meters and tri-fuel diesel-electric propulsion), with ice2 class (Russian Maritime Register of Shipping) and winterisation enhancements incorporates the latest requirements in terms of environmental protection, energy efficiency, crew accommodation and working conditions as well as vessel safety. The proposed ships will be able to operate between almost all existing LNG terminals and will offer year-round gas exports from Russia’s first LNG project – Sakhalin-2, and in the future, from the Shtokman LNG project terminal. The project envisages cooperation with the Russian shipbuilders ‘OSK’ and with domestic equipment and component suppliers, in addition to joint work with the Makarov Maritime Academy, which will provide training programmes for the future crews of these ships. Frédéric Barnaud, Executive Director, GM&T and Managing Director, GGLNG said: “The addition of two highly sophisticated LNG vessels to our chartered fleet in 2013-14 will be an important step towards the implementation of the Gazprom’s growth strategy across the entire LNG value chain. A Graduate of Wharton School of Finance and Economics, U.S.A., Mr. Khatau is Vice- Chairman and Managing Director of Mumbai based Varun Shipping Company Ltd., which operates LPG carriers, tankers and offshore anchor handlers. Chaplain: Rolls-Royce Wins Italian OSV Contract Rolls-Royce announced an £11million order to design and equip two offshore service vessels for Italian ship owner Fratelli D’Amato.These UT 755 XL vessels will carry out operations in the offshore oil and gas sector and will be built at the Rosetti Marino S.p.A shipyard in Italy. The order includes an integrated system of Rolls-Royce equipment including thrusters for manoeuvring, rudders, propellers, deck machinery and a bulk handling system for the safe loading of fluids and solid cargo. The vessels are due to be delivered by the end of 2013. Yrjar Garshol, Rolls-Royce, General Manager Commercial Ship Technology - Offshore, said: “This latest order reaffirms the Rolls-Royce position as global market leader in offshore supply vessels. It also demonstrates the benefit that operators see in our integrated ship design and equipment, which delivers technologically advanced, reliable and fuel efficient vessels.” This order will bring Fratelli D’Amato’s fleet of Rolls-Royce UT vessels to eight.
